Trump's Progressive Warning Overlooks Europe's True Danger: Economic Decline.

The recent US security policy document presents a misguided assessment of the European Union. The document asserts that open-border policies and so-called "woke" policies represent an grave risk to European civilization. Yet, this argument is based on a serious misinterpretation of the reality. The true challenge facing the EU is not societal but economic and technological lag.

A Glaring Economic Gap Separating Europe and the US

The data reveal a stark contrast. Between 2008 and 2023, American economic output surged by eighty-seven percent, while a mere 13.5% growth for the EU. Over this time, European income per person dropped from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now has a greater average income than major European economies like Italy and France.

Currently, roughly half of the global top fifty technology firms are US-based, while only four are European.

The Innovation Shortfall: The Core Problem

The growing economic gap stems from superior efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The scene of global tech dominance is decidedly American. In the last five decades, 241 US firms have grown into enterprises valued at more than ten billion dollars, versus only fourteen in the European continent.

This gap raises a vital question: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU positioned? Experts widely concede it is largely a contest between two between the US and China, with Europe starting at a clear handicap.

Underlying Factors of Europe's Innovation Gap

Several key reasons explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic system for financing new ventures. The EU still lacks a true capital markets union, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A US startup can introduce a product under a single set of laws to access a market of over 330 million. The European Union, despite a bigger population, is split among 27 different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was historically met with penalties, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its capacity for pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, there are reasons for optimism. European leaders are increasingly aware of the severe threat and have begun to propose serious reform. Key analyses on EU competitiveness and the single market highlight the need for sweeping reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths might enable far greater levels of business-led breakthroughs.

Europe still possesses significant strengths: high-quality workforce, top-tier education systems, and premier research institutions. Coupled with a vast domestic consumer base and high savings rates, these foundations have the potential to unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating next-generation technologies, it can still significantly increase productivity by adopting and adapting advancements from other regions.

An Inflection Point

Europe now stands at a decisive crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, Europe's slide in innovation has been steady. However, if it fails to take bold steps to tackle its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in global economic relevance.
